To approach Ferdinand's forces, the French were obliged to pass a narrow ground between a river and a marsh, and were so cramped that they committed the very error which cost them the battle of Blenheim. They placed the cavalry in the centre, and made wings of their infantry. The cavalry made a succession of furious charges on Ferdinand's centre, but this stood compact and immovable, till the French horse, being discouraged, the Allies charged in their turn, and the centre of the army, the cavalry, being thus driven back, the whole line gave way. At this moment Ferdinand sent orders to Lord George Sackville to charge with the cavalry, which had been kept in reserve, and thus complete the destruction of the flying French. But Lord George, who had been constantly quarrelling with Ferdinand, as well as his own second in command, the Marquis of Granby, now did not appear to comprehend a succession of orders, and sat still. But Ferdinand, having lost patience, sent word to the Marquis of Granby to advance, and he promptly obeyed, but it was now too late; the French had got half an hour's start. Thus the English cavalry was deprived of all share in the victory; but the English foot had borne the chief brunt of the attack, being in the centre. Six British regiments, in fact, for a time maintained the whole shock of the French. Sackville was tried by court martial, and dismissed from all his military appointments. The battle of Minden was fought on the 1st of August, 1759.Some remarkable commercial reforms were introduced by Robinson and Huskisson in 1824. In the previous year the Chancellor of the Exchequer was able to boast of a very large surplus, and this year he had a surplus of 1,050,000. Part of it was devoted to the repair and embellishment of Windsor Castle; 40,000 were devoted towards the erection of rooms for the reception of the library of George III., which was presented to the British Museum by his successor, whose gift, however, was somewhat discounted by the fact that he was with difficulty dissuaded from selling the collection. With 57,000 Government purchased Angerstein's collection of pictures, which became the nucleus of the National Gallery. But the main object of the Budget was not expenditure but economy. The Four per Cents. were redeemed or exchanged for Three-and-a-Half per Cent. Stock, and a death-blow was given to the old system of bounties by a reduction of that on the herring fishery and the immediate cessation of that on inferior kinds of linen, while that on the higher class of linen was annually decreased ten per cent. There was further a reduction of the duties on rum and coals, with the result, as Robinson prophesied, that lower prices considerably increased the consumption. His greatest innovations, however, concerned the wool and silk trades. In the former there prevailed a great conflict of interests. The agriculturists[241] wished for the prohibition of foreign wool; the manufacturers desired the retention of an export duty, together with free importation. The judicious Chancellor effected a compromise by which the duty on foreign wool was reduced from 6d. to 1d. per pound, while the exportation of English wool was sanctioned on a similar duty. The fear of a large exportation of English wool proved so groundless that by 1826 only 100,000 pounds in weight had been exported, while 40,000,000 pounds of foreign wool had been introduced.<024> Colour Background Image Background
ONE:It is a curious fact, that whilst Cowper was haunted by the most agonising terrors of a nervous temperament, even to despair, his poetry breathes the most consolatory tone. Whilst his mind was often wandering in insanity, there is no composition so sane and so sound in intellectual substance as his. Though seldom indulging in high flights of imagination, yet his verse frequently rises into a richness and nobility of voice nearly equal to the prophetic. ONE:A remarkable conflict took place this year between the jurisdiction of the House of Commons and that of the Court of Queen's Bench, which excited great interest at the time, and has important bearings upon the constitutional history of the country. The following is a brief narrative of the facts out of which it arose:In the year 1835 a Bill was proposed in the House of Lords by the Duke of Richmond for the purpose of appointing inspectors of prisons. The inspectors were appointed, and, in the discharge of their duty, reported on the state of Newgate. The House ordered the report to be printed and sold by the Messrs. Hansard. In this report it was stated that the inspectors of that gaol found amongst the books used by the prisoners one printed by John Joseph Stockdale in 1827, which they said was "a book of the most disgusting nature, and the plates are obscene and indecent in the extreme." On the 7th of November, 1836, Stockdale[469] brought an action for libel against the Messrs. Hansard for the sale of this report, which was alleged to be false. Sir John Campbell, who was counsel for the defendants, argued that the report was a privileged publication, being printed by the authority of the House of Commons, and on that ground they were entitled to a verdict. But Lord Denman, in his charge to the jury, said: "I entirely disagree from the law laid down by the learned counsel for the defendants. My direction to you, subject to a question hereafter, is, that the fact of the House of Commons having directed Messrs. Hansard to publish all the Parliamentary Reports is no justification for them, or for any bookseller who publishes a Parliamentary Report containing a libel against any man." In addition, however, to the plea of "Not Guilty," there was a plea of justification, on the ground that the allegations were true, and on this the jury found a verdict for the defendants. On the 16th of February, 1837, the Messrs. Hansard communicated the facts to the House of Commons. A select Committee was consequently appointed to examine precedents, and report upon the question of its privileges in regard to the publication of its reports and other matters. They reported in favour of the privilege which would protect any publication ordered by the House of Commons, and resolutions based upon the report were adopted.
ONE:The genius of Lord Stair was anything but military, and soon led him into a dilemma. Instead of waiting, as he had first determined, for the reinforcements of Hessians and Hanoverians, he advanced up the river, with the intention of drawing supplies from Franconia. He advanced to Aschaffenberg, which he reached on the 16th of June; but Noailles had rapidly followed him, and adroitly seized on the fords of both the Upper and Lower Main, thus cutting off Stair both from his own stores at Hanau, and from the expected supplies of Franconia. At this critical moment King George arrived at the camp, and found Noailles lying in a strong position, and Stair cooped up with his army in a narrow valley between the wild and hilly forest of Spessart, which extends from Aschaffenberg to Dettingen and the river Main. To render his case the more desperate, he had quarrelled with Aremberg, who had let him pursue his march alone; and Stair now lay, with only thirty-seven thousand men, in the very grasp, as it were, of Noailles and his sixty thousand men.
  • THREE:The first symptom of the breaking up was the[287] necessity felt for the dismissal of Lord George Germaine, who had contributed so essentially to the defeats in America. But even then the king would not consent that he should resign without conferring a peerage on him, observing, "No one can then say he is disgraced." No quiet was now allowed to the declining Ministers. Fox, on the 20th of February, strongly seconded by William Pitt, made another attack on Lord Sandwich, this time including the whole Board of Admiralty; and the motion was only lost by nineteen. Another, and perhaps more formidable, enemy now stood forward. This was General Conway, who enjoyed the highest esteem of the House, and had been the first to propose the abolition of the fatal Stamp Act. He moved, on the 22nd of February, that the House should address his Majesty, entreating that he would "listen to the advice of his Commons, that the war on the continent of North America might no longer be pursued for the impracticable purpose of reducing the inhabitants of that country to obedience by force." After a great debate, the House divided two hours after midnight, and Ministers were reduced to a majority of one, the votes being one hundred and ninety-four against one hundred and ninety-three. Five days after, General Conway again moved that any further attempts against America would weaken the efforts of England against her European enemies, and, by further irritating the colonies, render the desired peace more difficult. The resolution was carried against Government by two hundred and thirty-four against two hundred and fifteen. Finally, on the 15th of March Sir John Rous moved a vote of want of confidence, which was again lost by a minority of only nine. It was instantly determined to renew this motion through Lord Surrey; and Lord North saw so clearly that nothing could now avert his fall, that he implored the king most earnestly to accept his resignation. George sent for Lord North on the 20th, and addressed him in these words:"Considering the temper of the House, I thought the Administration at an end." Lord North instantly seized on the words, saying:"Then, sire, had I not better state the fact at once?" The king consented, and North hurried down to the House of Commons in his court-dress, as he was. THREE:Pichegru, on his part, having driven back Clairfait, turned round on the Duke of York, who lay at Tournay. There he met with a severe repulse, and fell back with heavy loss; but Clairfait having again advanced to regain Courtrai, Pichegru once more engaged and defeated him. Clairfait then fell back into Flanders, to cover Ghent, Bruges, and Ostend. Pichegru, urged on against his better judgment by St. Just, who was the Commissioner from the Convention, sent Kleber and Marceau across the Sambre to attack General Kaunitz; but Kaunitz gave the French a severe defeat, killing four thousand of them; and had the Austrians been as rapid as they were brave, they might have nearly exterminated the whole of the French division. This success inspirited the Allies to advance actively, but the Duke of York, not taking into account the habitual slowness of German troops, shot ahead, expecting to fall in with Clairfait's columns at Turcoing; but there he only found the French, under Souham and Bonnaud, who well nigh enveloped him by their vast numbers, totally defeated, and nearly took him prisoner. This gave such a panic to the Austrians, that the entire army fell back, and Francis II., thoroughly discouraged, withdrew from the command and left it to the Prince of Coburg. The Duke of York rallied, and maintained his ground at Tournay against Pichegru, and Kaunitz followed up his advantage against Kleber and Moreau, driving them across the Sambre; but these were only temporary successes. Jourdain, finding no Prussians in the Moselle, drew nearer to the camp of Pichegru. There were various conflicts at Ypres, Charleroi, and on the plains of Fleurus. The Allies drove the French three times across the Sambre, but they returned with fresh and never-ending forces, and compelled the Allies to a general retreat. Bruges opened its gates to the French; Pichegru, aided by Moreau, compelled the Duke of York to retire successively on Oudenarde, Tournay, and Antwerp, places filled with the fame of Marlborough. At Antwerp the Duke of York was joined by Lord Moira, with ten thousand men, intended originally for La Vende, but too late to prevent the massacre of Savenay. The English garrison quitted Ostend, and came round to Antwerp; and the British occupied that town, whilst Clairfait lay at Louvain, and the two armies, unitedly, protected Mechlin.

  • THREE:But the triumph of the insurgents was brief. From Radetzky, triumphant in Italy, from Windischgr?tz at Prague, and from Jellacic in Hungary, came assurances that they were making haste to rally round the emperor's flag, and to cause it to wave in triumph over the vanquished revolution. The last with his Croats moved up by forced marches, availing himself of the Southern Railway, and on the 9th of October he was within two hours' march of Vienna. On the news of the approach of this formidable enemy, consternation seized the Viennese. The reinforcements brought by Windischgr?tz swelled the Imperial forces at Vienna to 70,000 men. In the presence of this host, hanging like an immense thunder-cloud charged with death and ruin over the capital, the citizens relied chiefly upon the Hungarian army. But this was held in check by the Croatian army; and Kossuth, deeming it prudent not to enter into the contest, withdrew his troops within the bounds of Hungarian territory. On the 28th, Prince Windischgr?tz began to bombard the city, and the troops advanced to the assault. The Hungarians at last advanced in aid of the insurgents, but were beaten off, and on the night of the 31st of October the city surrendered, and was in possession of the Imperial troops. THREE:The Convention proceeded to debate the question of Louis's trial. On the 6th of November Valaz, a Girondist, presented to it the report of the Committee of Twenty-Four. This report charged Louis Capet with high treason against the nation, and declared that his punishment ought to be more than simple deposition. The next day Mailh, another Girondist, presented the report of the Committee of Legislation, and accompanied it by a speech, in which he accused Louis of all the crimes which had been committed during the Revolution, and recommended the trial of Charles I. as the model for his trial. The queen, he said, ought to be tried by an ordinary tribunal, observing that the heads of queens were no more inviolable than other women's heads. This was as plainly intimating the wishes of the Girondists for the execution of the king and queen as any Jacobins could do. In fact, so completely did his remarks coincide with the views of the Jacobins, that he was applauded by Jacobins, Girondists, and Plain. It was voted that the report should be printed and circulated through the Departments; that a committee should be appointed to collect the necessary papers and other evidence; that these should be submitted to Louis, or his counsel; that the Convention should fix the day of trial, and should pronounce sentence by every member voting separately, and aloud. It was decreed that Louis should be brought to the bar of the Convention on the 26th of December. The king's demand to be allowed counsel having been conceded, he began to prepare his defence. In the afternoon of the 16th, four commissioners, who had been members of the Committee of Twenty-Four, appeared, and presented him with a copy of his impeachment, and also submitted to him a number of papers that were to be produced against him. At half-past nine in the morning of the 26th all Paris was again under arms, and Chambon, the mayor, appeared at the Temple, attended by Santerre with a strong force. Louis was conducted to the mayor's carriage, and was thus guarded to the Feuillants, the House of the Convention.

  • THREE:The result of this division shook the last resistance of Walpole. When the motion which had been rejected on the 18th of Decemberfor copies of the correspondence with the King of Prussiawas again put, he made no opposition, and it[79] passed without a division. He made, however, one more attempt to carry his measures. In the disputed election of Chippenham he stood his ground against the petition, and was defeated by a majority of one. It was now clear to himself that he must give way. His relatives and friends assured him that to defer longer was only to court more decided discomfiture. On the 31st of January, he, therefore, prepared to depart for his seat at Houghton, and the next morning he demanded of the king, in a private audience, leave to retire. George, on this occasion, evinced a degree of feeling that did him honour. When the old Minister who had served him through so long a course of years knelt to kiss hands, the king embraced him, shed tears, and begged that he would often come to see him. On the 9th of February Sir Robert was created Earl of Orford, and on the 11th he made a formal resignation of all his places.There, a council of war was called, and it was debated whether they should make a stand there or not. The conclusion was that they should not, but should abandon the sacred citythe Jerusalem of Russiato the enemy, and, there can now be little doubt, to the flames. Rostopchin, the governor of the city, had for some time been preparing for the grand catastrophe. Under pretence of pouring down liquid fire on the French from a monster balloon, he had employed great numbers of women in making such a balloon, and men in preparing fireworks and combustiblesthe accumulation of the latter being his real object. THREE:The following statement of the numbers receiving rations, and the total expenditure under the Act in each of the four provinces, compared with the amount of population, and the annual value assessed for poor-rate, may serve to illustrate the[546] comparative means and destitution of each province:CHAPTER XIII.   • THREE:It was quite evident that a Ministry assailed in this manner, and left almost without defenders in Parliament, while the public out of doors were so excited against them that no act of theirs could give satisfaction or inspire confidence, could not long remain in office. Accordingly, they made up their minds to retire on the first opportunity. Three important questions stood for discussion, on any one of which they were sure to be defeated. The Duke selected the question of the Civil List. In the Royal Speech his Majesty surrendered the hereditary revenues of the Crown to the disposal of Parliament. The Opposition could see no merit in that, and Lord Grey contended that those revenues were not private but public property, assigned by the State for the purpose of maintaining the dignity of the Sovereign, and that from this purpose they could not be alienated. The debate came on upon the 12th of November, when the Chancellor of the Exchequer moved that the House do resolve itself into committee on the Civil List, the scheme which he had brought forward fixing the amount to be settled at 970,000. Several of the details in this scheme were objected to, and on the following day Sir H. Parnell moved, as an amendment to the resolutions of the Chancellor of the Exchequer, that a select committee be appointed to take into consideration the estimates and accounts printed by command of his Majesty regarding the Civil List. After a short debate the House divided, when the numbers werefor the amendment, 233; and against it, 204, giving a majority of twenty-nine against the Government. Mr. Hobhouse immediately asked[324] Sir Robert Peel whether Ministers intended to retain office after this expression of the sentiments of the House. To which he gave no answer at the time; but the next day the Duke in the Upper House, and Sir Robert in the Lower, announced that they held their offices only till their successors were appointed. The defeat was brought about, in a great measure, by the former supporters of the Ministry. The blow was struck, and none recoiled from it more immediately than the section of angry Tories who were mainly instrumental in delivering it. They had achieved their purpose, and stood aghast, for no time was lost with the Duke in placing his resignation in the hands of the king. THREE:The depth of Walpole's mortification, however, was shown by the vengeance he took on those who had opposed him. This fell with peculiar weight on Lord Chesterfield. Chesterfield had acquired a great reputation by his able management of affairs at the Hague. Since his return he had become Lord Steward of the Household, and a frequent and much admired debater in the House. But Chesterfield was too ambitious himself to stoop patiently to the domineering temper of Walpole. He was said to have thrown out some keen sarcasms at Walpole's Excise Bill, and his three brothers in the Commons voted against it. Only two days after the abandonment of the Bill, as Chesterfield was ascending the staircase at St. James's, he was stopped by an attendant, and summoned home to surrender the White Staff. The same punishment was dealt out to a number of noblemen who acted in concert with him. Lord Clinton, a Lord of the Bedchamber, the Earl of Burlington, Captain of the Band of Pensioners,[64] were dismissed, as well as the Duke of Montrose, and the Earls of Marchmont and Stair from offices held in Scotland. The Duke of Bolton and Lord Cobham were, by a most unjustifiable stretch of authority, deprived of their regiments.

ONE:Lord Lovat was the last who was brought to the block for this rebellion, and we will conclude our account of it with his trial and execution, though they did not take place till March, 1747. Lovat had not appeared in arms, nor committed any overt act, and therefore it was difficult to[110] convict him. The cunning old sycophant hoped to elude the law, as he had done so often before, but Murray of Broughton, the brother of Murray, afterwards Lord Mansfield, to save his own life, turned king's evidence, and won eternal infamy by sacrificing his own friends. He not only produced letters and other documents which amply proved the guilt of Lovat, but threw broad daylight on the whole plan and progress of the insurrection from 1740 onwards. The conduct of Lovat on his trial was as extraordinary as his life had been. He alternately endeavoured to excite compassion, especially that of Cumberlandwho attended this, though he avoided the trials of the other insurgentsby representing how he had carried his Royal Highness in his arms about Kensington and Hampton Court Parks as a child, and then by the most amusing jests, laughter, execrations, and tricks, to puzzle or confuse the witnesses.[See larger version] THREE:OLD BAILEY, LONDON, 1814.
ONE:The Commissioners recommended the appointment of a central board to control the administration of the Poor Laws, with such assistant Commissioners as might be found requisite, the Commissioners being empowered and directed to frame and enforce regulations for the government of workhouses, and as to the nature and amount of the relief to be given and the labour to be exacted; the regulations to be uniform throughout the country. The necessity of a living, central, permanent authority had been rendered obvious by the disastrous working of the old system, arising partly from the absence of such controlan authority accumulating experience in itself, independent of local control, uninterested in favour of local abuse, and responsible to the Government. A Board of three Commissioners was therefore appointed under the Act, themselves appointing assistant Commissioners, capable of receiving the powers of the Commission by delegation. The anomalous state of things with regard to districts was removed by the formation of unions.

ONE:Parliament opened gloomily on the 21st of January, 1806. The total failure of Pitt's new Continental coalition, the surrender of Ulm, the battle of Austerlitz, the retreat of Austria into peace with Napoleon, and of Russia into her northern snows, Germany, Italy, Switzerland, Holland, and Belgium nearly all prostrate at the feet of Buonaparte, were killing Pitt. He had sought for renovation in the autumn at Bath; but its salutary waters and atmosphere had failed to restore his spirit, or to remove what Fox called the "Austerlitz look" from his face. He was dying at Putney as the House met, and the king was not in a condition to open the Session personally. The Royal Speech, read by a Commissioner, referred, with just pride, to the great victory of Trafalgar, and had but little to say on the defeat of all our endeavours on the Continent. The Opposition determined to move an amendment to the Address; but this was prevented by the announcement of the death of Pitt on the 23rd, two days after the opening of Parliament. Mr. Lascelles gave notice of a motion for a public funeral in Westminster Abbey. Fox moved that this question should be postponed till after the discussion on the Address, which was considered by Pitt's friends as a great want of generosity in Fox. The amendment was, of course, overruled, and it was voted, on the 27th of January, by a majority of two hundred and fifty-eight against eighty-nine, that Pitt should be buried in Westminster Abbey; which accordingly took place, the royal dukes, the Archbishop of Canterbury, eight bishops, a great number of peers, and about a hundred members of the House of Commons attending.

FORE:On the 14th of September the French army came in sight of Moscow, and the soldiers, worn down and miserable with their long and severe march, shouted with joy, "Moscow! Moscow!" They rushed up the hill called the Mount of Salvation, because there the natives coming in full view of the city kneel and cross themselves. There the splendid spectacle of the widely-spread ancient capital lay before their eyes, with its spires of thirty churches, its palaces of Eastern architecture, and its copper domes glittering in the sun. Interspersed were beautiful gardens, and masses of noble trees, and the gigantic palace of the Kremlin rising above in colossal bulk. All were struck with admiration of the place which had so long been the goal of their wishes. Napoleon himself sat on his horse surveying it, and exclaimed, "Behold at last that celebrated city!" But he immediately added, in an under-tone, "It was full time!" He expected to see trains of nobles come out to throw themselves at his feet and offer submission; but no one appeared, and not a sign of life presented itself, no smoke from a single chimney, not a man on the walls. It looked like a city of the dead. The mystery was soon solved by Murat, who had pushed forward, sending word that the whole population had abandoned Moscow! Two hundred and fifty thousand people had forsaken their home in a mass! The tidings struck the invader with wonder and foreboding; but he added, smiling grimly, "The Russians will soon learn better the value of their capital." He appointed Mortier governor of the place, with strict orders that any man who plundered should be shot; he calculated on Moscow as their home for the winterthe pledge of peace with Alexanderthe salvation of his whole army. But the troops poured into the vast, deserted city, and began everywhere helping themselves, whilst the officers selected palaces and gardens for residences at pleasure.Buonaparte saw his opportunity, and, making a movement by a body of troops on Bar-sur-Seine, he alarmed Schwarzenberg, who thought he was intending to attack him in full force, and therefore changed his route, separating farther from Blucher. This point gained, Buonaparte marched after Blucher. That general had driven Macdonald from Chateau Thierry, and had established his headquarters at Vertus. Sacken was in advance as far as Fert-sous-Jouarre, and Yorck at Meaux, much nearer Paris than Buonaparte himself. Paris was in great alarm. But Napoleon, taking a cross-country road, and dragging his artillery by enormous exertions over hedges, ditches, and marshes, came upon Blucher's rear, to his astonishment, at Champaubert. Driving in the Russians, Napoleon defeated him, taking two thousand prisoners, and most of his artillery; and being thus posted between Sacken and Blucher, he first attacked and defeated Sacken, destroying or squandering five thousand menabout one-fourth of his divisionand then turned to attack Blucher himself, who was marching rapidly up to support Sacken. Blucher, finding himself suddenly in face of the whole army of Buonaparte, in an open country, fell back, but conducted his retreat so admirably that he cut his way through two strong bodies of French, who had posted themselves on the line of his march, and[79] brought off his troops and artillery safe to Chalons. Napoleon then turned against Schwarzenberg, and on the 17th of February he met and defeated him at Nangis. Such were the immediate consequences of the folly of dividing the Allied forces. In these movements Napoleon displayed a military ability equal to that of any part of his career.

FORE:The earliest idea of a steam-engine was that given by the Marquis of Worcester, in his "Century of Inventions," in 1663, which idea he obtained from De Caus, and reduced to action in London. The next step was to Papin's Digester, and then to Savery's so-called "Atmospheric Engine." This, improved by Newcomen in 1711,[195] was introduced to drain mines in all parts of the kingdom, but especially in the coal-mines of the north and midland counties, and the copper mines of Cornwall. By its means many mines long disused through the accumulation of water were drained and made workable, and others were sunk much deeper. Smeaton, in 1769, greatly improved this engine, which, from its rapid working of a horizontal beam, was called by the miners a "Whimsey," as having a whimsical look. Watt, then a student in the University of Glasgow, commenced a series of experiments upon it, which, between 1759 and 1782, raised the engine to a pitch of perfection which made it applicable not only to draining water out of mines, but, by the discovery of the rotatory motion, enabled it to propel any kind of machinery, spin cotton, grind in mills of all kinds, and propel ships and carriages. Watt was greatly aided in his efforts by Mr. Matthew Boulton, and their engines were manufactured at Soho Works, near Birmingham. They did not, however, enjoy the fruits of their patents for protecting their inventions without many most unprincipled attempts to invade their rights by masters of mines and others, by which they were involved in very harassing law-suits. The first application of the steam-engine to the machinery of a cotton-mill was at Papplewick, in Nottinghamshire, in 1785, and the first mill built for the employment of machinery driven by an engine was in Manchester, in 1789. The first application of the engine to propel a vessel was at Dalswinton, on the Clyde, in 1788, the boat being constructed by Patrick Miller, James Taylor, and William Symington. In the following year these inventors made a second experiment on the Forth and Clyde Canal at the Carron Works, with perfect success, the vessel going at the rate of nearly seven miles an hour. Symington was probably the real machinist in this firm, and in 1802 he made a tug-boat on the Forth and Clyde Canal, under the patronage of Lord Dundas, which was worked extremely well by its engine. In 1807 Fulton followed up these experiments by launching a steam-boat on the Hudson, in America, after having in vain solicited the patronage of the British and French Governments for his enterprise. The proposal of Fulton, submitted to the Academy of Paris, was received with a burst of laughter, and Napoleon abandoned the project in deep disgust at having been, as he supposed, made a dupe of by Fulton. We have pointed out on the preceding page the period of the first application of the steam-engine to railways.
ONE:It is only too true, however, that many of the Hampden Clubs entertained very seditious ideas, and designs of seizing on the property of the leading individuals of their respective vicinities. Still more questionable were the doctrines of the Spenceans, or Spencean Philanthropists, a society of whom was established in London this year, and whose chief leaders were Spence, a Yorkshire schoolmaster, one Preston, a workman, Watson the elder, a surgeon, Watson the younger, his son, and Castles, who afterwards turned informer against them. Mr. "Orator" Hunt patronised them. They sought a common property in all land, and the destruction of all machinery. These people, with Hunt and Watson at their head, on the 2nd of December, met in Spa Fields. The Spenceans had arms concealed in a waggon, and a flag displayed declaring that the soldiers were their friends. The crowd was immense, and soon there was a cry to go and summon the Tower. Mr. Hunt and his party appear to have excused themselves from taking part in this mad movement. The mob reached the Tower, and a man, supposed to be Preston, summoned the sentinels to surrender, at which they only laughed. The mob then followed young Watson into the City, and ransacked the shop of Mr. Beckwith, a gunsmith, on Snow Hill, of its firearms. A gentleman in the shop remonstrated, and young Watson[122] fired at him and severely wounded him. Young Watson then made his escape, but his father was secured and imprisoned; and the Lord Mayor and Sir James Shaw dispersed the mob on Cornhill, and took one of their flags and several prisoners. Watson the elder was afterwards tried and acquitted; but a sailor who was concerned in the plunder of the gunsmith's shop was hanged. A week after this riot the Corporation of London presented an Address to the Throne, setting forth the urgent necessity for Parliamentary reform.The Irish Bill was read a second time in the House of Lords on the 23rd of July. It was strongly opposed by the Duke of Wellington, as transferring the electoral power of the country from the Protestants to the Roman Catholics. Lord Plunket, in reply, said, "One fact, I think, ought to satisfy every man, not determined against conviction, of its wisdom and necessity. What will the House think when I inform them that the representatives of seventeen of those boroughs, containing a population of 170,000 souls, are nominated by precisely seventeen persons? Yet, by putting an end to this iniquitous and disgraceful system, we are, forsooth, violating the articles of the union, and overturning the Protestant institutions of the country! This is ratiocination and statesmanlike loftiness of vision with a vengeance! Then it seems that besides violating the union Act we are departing from the principles of the measure of 1829. I deny that. I also deny the assumption of the noble Duke, that the forty-shilling freeholders were disfranchised on that occasion merely for the purpose of maintaining the Protestant interests in Ireland. The forty-shilling freeholders were disfranchised, not because they were what are called 'Popish electors,' but because they were in such indigent circumstances as precluded their exercising their[353] suffrage right independently and as free agentsbecause they were an incapable constituency." The Bill, after being considered in committee, where it encountered violent opposition, was passed by the Lords on the 30th of July, and received the Royal Assent by commission on the 7th of August.

ONE:On the 6th of April Whitbread brought forward these charges against Melville in the House of Commons, as detailed in the tenth report of the Naval Commissioners. In doing so, he paid a high compliment to the manner in which the naval affairs had been conducted since Lord St. Vincent became head of that Department; but he charged Lord Melville with having applied the public money to other uses than those of the Naval Department, in contempt of the Act of 1785an Act which Melville himself, then Dundas, had supported: that he had connived at a system of peculation in the Treasurer of the Navy, Mr. Trotter, an individual for whom he was responsible. The salary of this Mr. Trotter had been fixed by the Act of 1785 at four thousand pounds a year, but he contended that Dundas had allowed Trotter to draw large sums from the Bank of England out of the navy deposit, pay them into Coutts's Bank, and use them for his own benefit; and that, moreover, he had participated in the profits of this system. This charge called forth a vehement contest of parties. Tierney, who had been Treasurer of the Navy under Addington, declared that he had found no inconvenience in complying with the Act of 1785, whilst holding that office. Fox, Grey, Ponsonby, Windham, Wilberforce, Lord Henry Petty, afterwards Lord Lansdowne, supported Whitbread's charges, and Pitt, Canning, and Lord Castlereagh defended Melville. On putting the resolutions moved by Whitbread, after a debate till quite late in the morning, they were carried by the casting vote of the Speaker. The scene, which is one of the most striking in our Parliamentary annals, has frequently been described, notably by Lord Fitzharris:"I sat edged close to Pitt himself," he wrote, "the night when we were two hundred and sixteen, and the Speaker, Abbot, after looking as white as a sheet, and pausing for ten minutes, gave the casting vote against us. Pitt immediately put on the little cocked hat that he was in the habit of wearing when dressed for the evening, and jammed it down deeply over his forehead, and I distinctly saw the tears trickling down his cheeks. We heard one or two, such as Colonel Wardle, say they would see 'how Billy looked after it'! A few young ardent followers of Pitt, with myself, locked their arms together and formed a circle, in which he moved, I believe unconsciously, out of the House, and neither the colonel nor his friends could approach him." But the Opposition were not content with the vote of censure. Whitbread moved that an Address should be presented to his Majesty, praying him to remove Lord Melville for ever from his councils and presence, but the motion was withdrawn as soon as Melville's resignation was known. On the 6th of May Whitbread was about to move a resolution that his Majesty should be requested to erase the name of Lord Melville from the list of the Privy Council, but Pitt rose and said that the motion was unnecessary, as his Majesty had already done it.
FORE:[See larger version] FORE:Much opposition was excited by the part of Mr. Stanley's letter to the Duke of Leinster which spoke of "encouraging" the clergy to give religious instruction, and requiring the attendance of the scholars at their respective places of worship on Sunday to be registered by the schoolmaster. This was treading on religious ground, and committing both Protestants and Catholics to the actual support of what they mutually deemed[359] false. But the Government were driven to this course by the cry of "infidelity" and "atheism" which the new plan encountered as soon as it was proposed in Parliament. Explanations were afterwards issued by authority, showing that the "encouragement" of religious instruction meant only granting "facility of access" to the children out of school hours, not "employing or remunerating" the teachers. The Commissioners very properly treated the Bible as a book for religious instruction; but so far from offering the sacred volume an "indignity," or "forbidding" its use, they said: "To the religious instructors of the children they cheerfully leave, in communicating instruction, the use of the sacred volume itself, as containing those doctrines and precepts a knowledge of which must lie at the foundation of all true religion." To obviate every cavil, however, as far as possible, without departing from the fundamental principle of the Board, it was arranged that the Bible might be read at any hour of the day, provided the time was distinctly specified, so that there should be no suspicion of a desire to take advantage of the presence of Roman Catholics. This satisfied the Presbyterians, who nearly all placed their schools in connection with the Board. But the great body of the Established clergy continued for some time afterwards hostile, having put forward the Church Education Society as a rival candidate for Parliamentary recognition and support. Its committee declared that the national system was "essentially defective" in permitting the Catholic children to refuse the Bible. They said this permission "involves a practical indignity to the Word of God," and that it was "carrying into effect the discipline of the Church of Rome, in restricting the use of the inspired writings." This was the grand charge against the Board, the vital point in the controversy.On the 3rd of May Lord Cornwallis arrived on the coast with a squadron of transports, convoyed by Sir Peter Parker, with several ships of war. General Clinton arrived soon after, and took the command of the troops; and, in concert with Parker, he determined to attack Charleston, the capital of South Carolina. On the 4th of June they appeared off Charleston, and landed on Long Island. They found the mouth of the harbour strongly defended by fortifications on Sullivan's Island, and by others on Hadrell's Point on its north. On the point lay encamped the American General Lee. Clinton threw up two batteries on Long Island to command those on Sullivan island, whilst Parker, from the ships, was to assist in covering the landing of the troops on that Island. Clinton was informed that he could easily cross from one island to the other by a ford; and consequently, on the morning of the 28th of June,[225] Sir Peter Parker drew up his men-of-warthree vessels of fifty guns each, and six frigates of twenty-eight guns each, besides another of twenty-four guns and the Thunder bomb. But he had been deceived; what was called a ford, he found impassable. He was compelled to reimbark his troops, and meanwhile Parker's vessels, also unacquainted with their ground, ran upon a shoal, where one of them struck. In these unfortunate circumstances, the Americans, from the island and from Hadrell's Point, poured a tremendous fire into the ships, doing dreadful execution. Clinton sailed away, after this ignominious attempt to join General Howe, but some of the vessels were compelled to remain some time at Long Island to refit. The gross insult to Spain, and equally gross breach of faith, so exasperated the King and Queen of Spain that they would listen to nothing but war. The earnest expostulations of Alberoni, delivered in the form of a powerful memorial, were rejected, and he was compelled to abandon the cherished hopes of peaceful improvement and make the most active preparations for war.

Mr. Brougham and Mr. Denman were then called in to support the petition, which prayed that their lordships would not prosecute a secret inquiry against her. The powerful pleading of these two orators had an immense effect upon the public mind. On the following day Lord Grey moved that the order for the appointment of a secret committee should be discharged. His motion was negatived by a majority of one hundred and two to forty-seven. This was the first division on the proceedings against the queen, and so large a majority naturally gave great confidence to the Government. The secret committee accordingly set to work, opened the green bag, and examined the charges. On the 4th of July they brought in their report, which stated "that allegations supported by the concurrent testimony of a great number of persons in various situations of life, and residing in different parts of Europe, appeared to be calculated so deeply to affect the character of the queen, the dignity of the Crown, and the moral feeling and honour of the country, that it was indispensable that they should become the subject of a solemn inquiry, which would best be effected in the course of a legislative proceeding." On the 5th Lord Liverpool introduced the Bill of Pains and Penalties against her Majesty, which, having recited in the preamble that she carried on an adulterous intercourse with Bergami, her menial servant, enacted "that she should be degraded from her station and title of queen, and that her marriage with the king should be dissolved." Counsel were again heard against that mode of proceeding, a second reading was set down for the 17th of August, when the preamble was to be proved, and the trial to begin.
